Service Plan for The Coal Ridge Metropolitan District
After a public hearing during Wednesday night’s meeting, the Board of Trustees approved a resolution approving the Service Plan for Coal Ridge Metropolitan District.
The District encompasses approximately 28 acres of land within the proposed Hamilton Heights subdivision, located on the north side of Grant Avenue, west of Frontier Street. The property was annexed and zoned R-1 in 1976 as part of the Zadel Annexation. It has been rezoned twice since then, first in 1997 to the Horton PUD, then again on January 24, 2024, to R-A. A Preliminary Plat was submitted on May 9, 2024, and is currently in its second round of review.
The following are the primary terms of the Service Plan:
- The District is approximately 28 acres in area and is located on the north side of Grant Avenue, west of Frontier Street.
- Maximum Debt Mill Levy: 50 mills subject to the Mill Levy Adjustment (55 mills with Regional Improvements)
- Maximum Debt Mill Levy Imposition Term: 40 years from initial debt issuance.
- Maximum Operation and Maintenance Mill Levy: 65 mills until initial debt issuance, then 10 mills after debt issuance subject to the Mill Levy Adjustment.
- Regional Improvements: 5 Mills
- Town Mill Levy: 3 mills are collected yearly.
- Town Mill Levy Imposition Term: 40 years.
- Estimated Public Improvement Costs: $10,459,360.
- Total Debt Limit: $16,000,000
Approval of the Service Plan for the Districts does not constitute the Town's approval of any future development or zoning applications for the subject property.
