Via Mobility Agreements Approved

During the Wednesday night meeting, the Board of Trustees approved two agreements related to Via Mobility. Since 2020, the Town of Firestone has partnered with Via Mobility Services to provide eligible residents with local transportation. Services are available Monday through Friday from 8:00 a.m. to 3:00 p.m. 

The first agreement updated the details of the original contract. The updates include a new hourly rate paid by the Town of Firestone and an updated service area to include areas north, south, and east of Firestone, including the City of Dacono. In addition, Via will provide additional services in the case of an emergency or disaster affecting the area. 

The second agreement related to Via Mobility is a reimbursement agreement with the City of Dacono.  This agreement states that the City of Dacono will be responsible for reimbursing Firestone for rides taken by Dacono residents under Firestone's transportation services agreement with Via. Dacono will reimburse Firestone monthly for the percentage of rides taken by Dacono residents as compared to the total rides taken.

More Information & History

  • The original contract was to provide service to the community from 8:00 a.m. to 2:00 p.m., Monday through Wednesday.
  • In 2021, Firestone received CDBG funding to expand Via's services in the Carbon Valley to the current service schedule. In 2022, Firestone received DRCOG funding to help continue to offer Via services at the expanded service schedule. 
  • Between July and December 2024, Via provided additional bus service to the Carbon Valley, temporarily doubling the service capacity thanks to additional grant funding received. Beginning in 2025, Via resumed the single-bus service to the Carbon Valley.

DDA Ordinances

After the March 12, 2025, Board Meeting, Town Staff, RVI, and special council began the process of forming a Downtown Development Authority (DDA). The timeline includes finalizing the boundaries, holding an election to form the DDA, and establishing the DDA Board. 

During Wednesday night’s meeting, the Board of Trustees adopted two ordinances in association with this.

The first, Ordinance 1061, authorizes the conveyance of real property via a quit claim deed to the Board of Trustees. This applies only when serving in an elected role. These parcels included in the deeds are not developable and were done so to establish each Board of Trustee member as a Qualified Elector and Board member of the Downtown Development Authority (DDA).  The Board of Trustees will eventually be replaced by new DDA Board members once development starts to occur.

The second, Ordinance 1062, allows the Town to hold a special election for qualified area electors to form the Downtown Development Authority on July 1, 2025.

Town Attorney Appointment

During Wednesday night’s meeting, the Board of Trustees approved Resolution 25-39, appointing Keith Martin of Widner Juran to serve as the Town Attorney as of April 1, 2025.  Bill Hayashi, the Town's current attorney, gave notice to the Board of Trustees that he would be retiring this spring. In anticipation of his retirement, the Town of Firestone issued an RFQ for Town Attorney services. The Board of Trustees held Town Attorney interviews during the March 12th Regular Meeting and the March 19th Special Meeting and convened an executive session on March 19th to discuss selecting an attorney.

The Board of Trustees and Town Staff would like to thank Mr. Hayashi for his years of service to the Town and wish him well into his retirement.
