Community Planning Month proclamation

Proclamations

The Board of Trustees read two proclamations during Wednesday night’s meeting: 

Trustee Lorna Morton read the Community Planning Month proclamation.  Celebrated every October, Community Planning Month is endorsed by the the American Planning Association as an opportunity to highlight how planning is essential to every community, and how planners are uniquely positioned to identify solutions to communities’, and gives us the opportunity to publicly recognize and thank the participation and dedication of planning staff and appointed planning commission members who have contributed their time and expertise to the improvement of the Town of Firestone. 

Trustee Ray Byrd read the Chamber of Commerce Day proclamation. Each year on the third Wednesday in October, we celebrate National Support Your Local Chamber of Commerce Day and thank local chambers for all they do to help entrepreneurs and businesses of all sizes thrive. The Carbon Valley Chamber of Commerce, founded in 2003, proudly represents businesses across Frederick, Firestone, and Dacono. The Chamber serves just over 200 members and continues to expand its impact through initiatives such as the Carbon Valley Latino Network, workforce development partnerships, regional events, and business education luncheons to strengthen our community and local economy.

Updated Water Action Plan Adopted

During the September 24th meeting, Firestone staff and consultants presented an updated Water Action Plan to the Board of Trustees. First adopted in 2020, the Water Action Plan was created because, like many communities along the Front Range, the Town of Firestone must think strategically to ensure the demands for both raw and treated water can be met over the next 50+ years. Over the past five years, the Town has successfully implemented the 2020 Water Action Plan, diversifying our water portfolio and supporting continued community growth. During Wednesday night’s meeting, the Board of Trustees adopted the new 2025 Water Action Plan.  

The updated Water Action Plan:

  • Evaluates water supply options and costs to meet projected needs for up to 30 years of planned growth
  • Examines the financial implications of different supply options
  • Outlines priorities for the next 5–10 years of investment in the Town’s water supply and infrastructure

The plan considers a 30-year horizon to assess long-term feasibility and costs, while immediate decisions focus on the next 5-10 years. The document will be updated every five years to reflect changing needs and conditions. Although adopting the new Water Action Plan does not have a financial requirement, implementing the plan will involve projects that will be presented to the Board for consideration in the future, and funding for those projects will be provided at that time.

St. Vrain River Pedestrian Bridge Project Moving Forward

On July 23, 2025, the Town entered into an agreement with Barefoot LLC (the developer of Barefoot Lakes) to reimburse the Town for the design and eventual construction of a pedestrian bridge over St. Vrain Creek, just south of the Barefoot Lakes development. In 2024, the Town completed a bridge feasibility study that resulted in a conceptual design for the proposed bridge. Barefoot LLC will provide up to $500,000 for full design and up to $3 million for the construction of this bridge.

During Wednesday night’s meeting, the Town approved an agreement with Short Elliott Hendrickson, Inc. (SEH) to provide pre-construction and design services for this project. The design phase is anticipated to take 12–14 months. Upon completion, the Town will move forward with soliciting bids for construction.

2026 Budget Presentation: CIP & All Other Funds

The Board of Trustees began reviewing the 2026 proposed budget in September.  Since then, they have reviewed the proposed General Fund, Water Fund, and Stormwater Fund.  During Wednesday night’s meeting, the Board reviewed the proposed Capital Improvement Projects Fund, Debt Service Fund, Conservation Trust Fund, Firestone Urban Renewal Authority Funds, and the Downtown Development Authority Fund.

The Board of Trustees has reviewed the complete 2026 proposed budget. The Board is scheduled to have a final review on Wednesday, October 22, and is anticipated to adopt the budget after a Public Hearing on Wednesday, November 12.
