A Downtown Development Authority (DDA) is a tool enabled by a state statute that allows municipalities to collect a portion of the incremental taxes generated within the district and reinvest those funds into economic development activities within that same area. Downtown Development Authorities are subject to Colorado Revised Statutes Section C.R.S. 31-25-801.

- Board of Trustees Regular Meeting on August 13, 2025 - Item 5D, Approving the DDA Development Plan
- Summary: After a Public Hearing, the Board of Trustees approved Resolution 25-89, approving the Firestone Downtown Development Authority Plan of Development. As required by State statute, the formation of the Downtown Development Authority (DDA) must be accompanied by the adoption of a formal development plan outlining the objectives, boundaries, financing mechanisms, and proposed improvements for the designated area.
The Development Plan is the roadmap for the DDA’s activities, as the formation of a DDA provides the Town with essential tools, such as Tax Increment Financing (TIF), to facilitate investments in public infrastructure, community amenities, and economic development that can be used to support public infrastructure improvements, community amenities, and private investment and economic development.
The Development Plan was presented and approved by the Firestone Planning & Zoning Commission on July 17, 2025. It was approved by the Downtown Development Authority during their first meeting on August 13, 2025. - View The Central Firestone District Development Plan here.

- Board of Trustees Regular Meeting on August 13, 2025 - Item 6D, Approving TABOR Ballot Questions
- Summary: The Board of Trustees approved Resolution 25-90, calling for an election to be held on November 4, 2025. The purpose of this election is to submit TABOR ballot questions to the eligible electors of the Firestone Downtown Development Authority (FDDA). The ballot questions seek authorization for the FDDA to collect, retain, and expend revenues. Approval of the measures ensures the FDDA has the financial flexibility to reinvest revenues into downtown redevelopment, infrastructure, and community enhancements consistent with the Development Plan and goals of the Authority.
- Board of Trustees Regular Meeting on July 9, 2025 - Item 7C, Appointing Members of the Firestone DDA
- Summary: The Board of Trustees approved resolution 25-76, establishing the number of members and appointing them to the Downtown Development Authority Board. Pursuant to the Downtown Development Authority (DDA) Act at Section 31-25-805(2)(a), C.R.S., Don Conyac, Jr., Frank A. Jimenez, Raymond Byrd, Sean Doherty, and Lorna Morton are appointed to serve as members of the DDA Board.

- Overview: The Town Board must appoint a board of at least 5 but not more than 11 members. At least one member must be a member of the Town Board. A majority of the members must reside or own property in the DDA district, and all members must reside, be a business lessee, or own real property in the DDA district. No member may be officers or employees of the Town (except for the member(s) of the Town Board). Ballots were mailed (to the Qualified Electors only) in early June 2025.

- Summary: On March 26, 2025, the Board of Trustees approved two ordinances. The first, Ordinance 1061, authorizes the conveyance of real property via a quit-claim deed to the Board of Trustees. This applies only when serving in an elected role. These parcels included in the deeds are not developable and were done so to establish each Board of Trustee member as a Qualified Elector and Board member of the Downtown Development Authority (DDA). The Board of Trustees will eventually be replaced by new DDA Board members once development starts to occur. The second, Ordinance 1062, allows the Town to hold a special election for qualified area electors to form the Downtown Development Authority on July 1, 2025.

- Board of Trustees Regular Meeting on March 12, 2025 - Item 7C, Agreement with RVI
- Summary: The Board of Trustees approved a contract with RVI Planning + Landscape Architecture (RVI). This agreement will allow Town staff to work with RVI to form a Downtown Development Authority (DDA) Plan. RVI has 42 years of experience working around the country and in Colorado. Colorado clients include Windsor, Fort Collins, Loveland, and Broomfield. Town Staff, RVI, and special council will begin the process to form a DDA, as directed by the Board at the February 19, 2025, Work Session. The timeline of the two-step process is being finalized and includes determining the boundaries, holding an election to form the DDA, and establishing the DDA Board. All of these steps will result in a formal DDA plan to be adopted by the Board of Trustees.
