Central Park Pre-Development Agreement Update
February 20, 2026 - The Board of Trustees discussed the Pre-Development Agreement between USL, Card & Associates, and the Town of Firestone during the February 18, 2026, Regular Meeting. As part of the Central Park Board Liaisons, Trustee Lorna Morton suggested that, based on the feedback that the Board has received, the Town of Firestone should end the agreement with USL, removing them from the Central Park project. The Interim Town Manager was instructed to proceed with terminating the Pre-Development Agreement.

2024 Central Park Feasibility Study
In 2023, the Board of Trustees approved an MOU and Advisory Services Agreement with P3 Advisors LLC to perform due diligence and feasibility analysis for possible development on a Town-owned parcel commonly known as Central Park.
For almost twenty years, the Town has engaged in multiple efforts aimed at preparing and initiating a Central Park development program. To date, none of those previous plans/efforts have come to fruition. After the Park, Open Space, and Trails Master Plan effort, the Board of Trustees identified Central Park as the #1 priority.
In 2021, the Town initiated a comprehensive, public, and transparent effort to prepare a conceptual master plan. While that plan remains the basis for current efforts, it is necessary for the Town to take additional, targeted steps to determine the feasibility of incorporating private development/investment within a more detailed Central Park development plan. Working with P3 Advisors is the next logical step toward developing an actionable, financially sound plan to initiate the development of a first-class resident amenity that could also generate needed private investment. Without a dedicated funding source, the Town has no way to execute any development plan(s).
Beginning in 2024, P3 Advisors will meet monthly with the Board of Trustees during Work Sessions to provide updates and receive direction on the feasibility study.
2021 Central Park Conceptual Master Plan
The Town of Firestone has anticipated developing the 252 acres at Central Park since it acquired the land in 2005. Several mixes of uses have been contemplated and different conceptual plans have been developed to better understand the site. For much of 2021, the Town initiated a comprehensive, public, and transparent effort to prepare a conceptual master plan. The documents prepared and communication with the public during this timeframe can be viewed below.

- January 20, 2021 - Work Session #1 Presentation: The initial discussion will concentrate on the schedule of the plan and the team's expectations.
- February 17, 2021 - Work Session #2 Presentation: Progress report on the team’s initial site analyses, an overview of several comparable projects and programmatic ideas, and an interactive exercise to form the groundwork of the framework alternatives to be developed in the following month.
- March 17, 2021 - Work Session #3 Presentation: Design Workshop lead the discussion for the Central Park Master Plan project with a review of framework alternatives and allow for discussion, feedback, and questions.

- April 21, 2021 - Work Session #4 Presentation: Design Workshop presented the first draft of the three conceptual alternatives for Firestone Central Park. These alternatives are based on the comments received at the previous work session with the Board of Trustees, but represent a higher level of detail than has previously been presented.
- May 19, 2021 - Work Session #5 Presentation: Design Workshop presented the revised conceptual alternatives for Firestone Central Park. These three alternatives were developed based on the presentation and discussion with the Board of Trustees at the previous work sessions. The outcome of the presentation and discussion will be the selection of a preferred alternative that will then be further developed for review at the next work session.
- June 16, 2021 - Work Session #6 Presentation: Design Workshop presented the preferred Master Plan concept for Firestone Central Park. This plan (and minor alternative) has been developed based on the presentation and discussion with the Board of Trustees at the previous work session. A particular emphasis was placed on viewsheds into the park, and the elevations of key program elements. Based on the discussion from this work session Design Workshop will develop a more refined plan, illustrative renderings, draft operations plan and an initial budget.
- July 21, 2021 - Work Session #7 Presentation: Design Workshop presented the final Master Plan concept for Firestone Central Park. This plan is the cumulation of the past 6 months of meetings with the Board of Trustees during monthly work sessions. Following the presentation and discussion, Design Workshop will begin preparing the Master Plan final document and operations plan.
- August 18, 2021 - Work Session #8 Presentation: Design Workshop presented the final Master Plan concept, artist renderings, and architecture examples for Firestone Central Park. This plan is the cumulation of the last 8 meetings with the Board of Trustees during monthly work sessions. This was the last Work Session that was solely dedicated to the Central Park Master Plan. The next step after the presentation and discussion tonight will be for Design Workshop to prepare the final master plan document. Additionally, work will continue on operations and maintenance plan, cost analysis, and irrigation and water analysis.
The History of Central Park in Firestone
Since acquiring the 252-acre Central Park in 2005, the Town of Firestone has explored various uses and developed multiple conceptual plans. While these efforts provided valuable insights, many lacked cost estimates and funding strategies to make them a reality. Centrally located within the town, Central Park is already home to the Carbon Valley Regional Library, Town Hall, and the Municipal Court and Police Department Building.
Since 2021, the Town has undertaken extensive efforts to prepare for development, including public outreach, creating a Master Plan (approved in 2021), and feasibility analyses with expert consultants.
In 2023, we engaged Firestone residents through a community survey, gathering input to help shape the park’s future. Now, we are taking the next step. We continue to partner with a team of experts to guide a collaborative planning process—bringing together residents, Town leadership, and potential partners to create a realistic and inspiring vision for Central Park.
Our vision for Central Park is to be a vibrant community gathering place that will serve generations to come, featuring mixed-use spaces, recreational opportunities, education, sports, entertainment, dining, and retail.
